Five carriers hold in the noise between 5.800 and 7.500 MHz. Each one is a numbers station — a transmitter that reads groups of digits to nobody, on schedule, for decades. Tune onto a trace and the receiver will decode what it hears. What it hears has never meant anything to anyone without the pad.

The registry holds every station logged on this band since 1959. These five are the permanent residents. Designators follow monitoring convention — a letter for the mode, a number for the file. The nicknames came later, from the listeners, because you cannot spend eleven years with a voice and not name it.

The most punctual object on the band. In 4,921 logged transmissions the six-note tune never varied by more than a second. On the night the Berlin Wall opened, MAGPIE began traffic as usual, stopped between the fourth and fifth digit of group eleven, held an open carrier for four minutes, and never transmitted again. No sign-off. No final group. The registry keeps the frequency under watch anyway.

The only cheerful thing on the band. The announcer sounds delighted to be reading 150 five-figure groups at two in the morning. The mains hum on the carrier matches a 60-cycle grid, which narrows the origin to half a hemisphere and proves nothing.

Every other station is a machine. M-12 is a person, keying by hand, and the hand has aged: compare the 1983 tapes to the 2005 tapes and the dits have slowed nine percent. Somewhere, somebody grew old doing this.

The rasp is not a recording — room sound changes behind it, and twice a telephone has rung. Whatever the LATHE is guarding the frequency for, it has needed the frequency 43 times in forty-four years, and each time, a man was there to speak.

ANNEX A — CRYPTOGRAPHY

WHY FIFTY YEARS OF TAPE
DECODES TO NOTHING

Every group ever intercepted from these stations is worthless, and will stay worthless, because of a piece of paper the size of a matchbook: the one-time pad. It is the only cipher with a mathematical proof of unbreakability — and the proof is short enough to fit on the pad itself.

The pad is a booklet of digits generated by pure chance — dice, decay, noise. The sender adds each message digit to the next pad digit, dropping any carry: 7 + 6 becomes 3, not 13. The agent, holding the only other copy, subtracts the same digits and reads the message. Then both pages are burned.

Interception gains you everything and nothing. For a ciphertext of twenty digits, every possible twenty-digit message is exactly as likely as every other — the group 4 7 7 0 2 could open a border crossing or order flowers, and no mathematics on earth can prefer one reading. There is nothing to break. There is no pattern, because chance has none.

The pad has exactly one weakness, and it is never the arithmetic: it is the paper. A pad copied by a nervous courier, a page reused on a busy week, a print plant that runs the same sheet twice. OPERATION LANTERN (1961–63) read 31 messages — not by cryptanalysis, but because a supply officer in a hurry duplicated four thousand sheets. The mathematics never failed anyone. The people did.

SINPO is the reception scale — signal, interference, noise, propagation, overall — five digits, one to five. Nobody who files a report ever asks what the numbers meant. That is not why they listen.
